Kyoto Protocol

The Kyoto Protocol was made in 1997 when the United Nations Framework on Climate Change met in Kyoto to discuss lowering greenhouse gases to below a dangerous level.  Since 1998, when the protocol was up for signatures, 178 countries have signed on.  By signing, the countries agreed to lower their emissions 5% from the 1990 levels by 2012.

The United States did not sign on because the agreement would only force developed countries (most European nations and United States) to reduce their greenhouse emissions.  This would not include developing countries such as China, who are competing with the United States.

United States Mayor's Climate Protection Agreement

Despite the United States choice of not signing on to the Kyoto Protocol, Seattle mayor Greg Nickels decided to propose an agreement to uphold reducing greenhouse emissions set by the Kyoto Protocol.  Currently 852 cities have signed on, including West Bloomfield Township.   Under this agreement, individual cities would strive to achieve the following goals:

  1. Meet or beat the Kyoto minimums targets
  2. "Urge state and federal government to enact policies to reduce emissions by 7% from 1990 levels by 2012."(2)
  3. "Urge Congress to pass bipartisan greenhouse gas reduction legislation"(3)
